State of the Union

Trump is considering giving the state of the union address at a rally. WTF?! The Constitution requires him to give it to Congress, not to a bunch of supporters in NC at a rally. Article 2, Section 3: "He shall from time to time give to the Congress information of the state of the Union, and recommend to their consideration such measures as he shall judge necessary and expedient" There are no exceptions listed. Press, if you're reading this, please stop saying that the president has the option of presenting it somewhere other than Congress Can't we all just consult the Constitution and the founders before we are so acquiescent??!!
